Larchwood City Council Minutes September 4, 2007 The City Council of Larchwood met in regular session on September 4, 2007 at 6:30 PM with Mayor Leonard Vanden Bosch calling the meeting to order with the following council members present: Ted Underberg, Betty Smith, Mike Metzger, Dean Snyders and Josh Feucht. Also present were Tony DeSmet, Carla Manning and Verdona Kelly. The City Acknowledges Jerry Kluger for donation of an exercise bike to the Rec Center. Correspondence was received from Virgil Munger about tree removal on city property next to his house. This property is a vacated street, Munger had asked for this property to be deeded to him and John Doherty in the past. The City Attorney is checking into this matter. Resignations were received from Joe Snyders for Board of Adjustment and Planning and Zoning Commission. Marlo Stensland for Board of Adjustment. The Clerk has sent out applications with the utility bills this month. Tony DeSmet gave his maintenance report. Building permits were issued to Troy Bauer - Garage, Paul Steenblock – House Renovation, Billy Viereck – Deck. Water Heater Rebates were issued to Steve DeSmet and Alice Doherty. The minutes of the previous meeting were approved on motions from Smith and Snyders, carried. Yes: Feucht, Smith, Snyders, Metzger, Underberg. The Financial Reports were reviewed and placed on file on motions from Feucht and Metzger, carried. Yes: Smith, Snyders, Underberg, Metzger, Feucht. Bills presented for payment were approved by Underberg, Second by Feucht, carried. Yes: Feucht, Smith, Snyders, Metzger, Underberg. Revenue for the month is as follows: General $31,745.03; Water $10,063.88; Sewer $7,849.00; Electric $39,086.62; Garbage $4,487.89; Road Use $11,373.84 Grand Total $104,606.26. Expenditures are as follows: General $23,907.18; Water $2,008.97; Electric $34,193.16; Sewer $1,045.36; Garbage $4,418.61; Road Use $1,716.73 Grand Total $67,290.01. The approval of minutes, financial reports and bills was signed by Mayor Vanden Bosch. Ordinance 58 – Residential Collection Charges that was approved at the last meeting was signed by Mayor Vanden Bosch. Resolution 2007-7 City Street Financial Report The Clerk presented the City Street Financial Report for Review. Motion by Snyders and Second by Underberg to approve the report as presented, carried. Yes: All. The Clerk was instructed to file the report as directed. New Urban Renewal Area in the City An Application for Assistance through Tax Increment Financing was received by Mellissa and Darin Lafrenz for Cloud 9 Daycare. The area is not in an Urban Renewal Zone, the Council drew a proposed addition area to be reviewed by the Planning and Zoning Commission. Leuthold Plbg. Htg. & Elec Inc. submitted a Job Proposal to the Council for a Southeast sewer addition of $7900.00. Motion by Metzger, Second by Snyder to approve, carried. Yes: all. Shawna Warner of Modern Woodmen would like to donate $1500 towards a city improvement, the Council decided that it should go to the new Disc Golf Course. Mayor Vanden Bosch wanted to clarify the policy on Clerk’s pay for meetings. The Clerk will be paid for any meetings after regular hours except for Regular Monthly Council Meetings. The City will pay the County rate of mileage @ $ .40 per mile. Helen Crawford approached the City Clerk on Water Meter reading fees charged to her over the past years when Tony was reading them by remote. After further investigation the Clerk found that she was charged for this 26 times. Motion by Underberg, Second by Smith to credit her account for $260.00. The City Clerk was asked by someone from Sioux Falls how much the City charges to rent the gym for sports practice as it is hard to find any place to practice in Sioux Falls. Motion by Smith, Second by Metzger to charge $50 per ˝ day for out of town renters. Review of LaVonne Reinke’s Vacation and Sick Hours The City Council received a Personnel Time Off sheet from LaVonne listing her Vacation hours and Sick Leave hours that she accumulated over her 32 years of service. Motion by Underberg, second by Snyders to go into closed session. Upon return to open session the Council agreed to pay LaVonne according to the City’s Personnel Policy $5,306.40 before taxes for 30 days vacation and 15 days sick time.
