The City Council of Larchwood met in regular session on
June 5, 2007 at 6:30 PM with Mayor Leonard Vanden Bosch calling the
meeting to order with the following council members present: Josh Feucht,
Betty Smith, Dean Snyders and Ted Underberg with Mike Metzger absent. Also
present were Verdona Kelly, Carla Manning, Tony DeSmet, Ron and Arla
Kramer, Marilyn and Al Van Ash, Violet Borman, John and Joanne Flier, Jeff
Gallagher, Mellisa and Daren Lafrenz.
Mellissa Lafrenz, developer of Cloud 9 Day Care and Pre
School Center, introduced herself and proposed plan to construct and build
a 40’ x 60’ center on lot 13, 14 and 15, Hohman’s Addition. Center
will be designed to hold 48 full time and 30 part time children.
Discussion followed with a question and answer period with property owners
against said development as area is zoning R-1 which does allow Special
Exception Uses. Mr. Kramer and Mr. Van Ash presented covenants that were
drawn up when development was accepted into the City stating land is to be
used for residential only. Upon further discussion, the matter was tabled
as permit must be processed through the Planning and Zoning Board,
followed by a Public Hearing with the Board of Adjustment.
Building permits were issued to Steve Michael-Swimming
pool and deck; Brandon Childress-Fence; Tim Snyders-Yard Shed; Chris
Underberg-House and garage; Lanny Steen-Replace existing deck. Tony DeSmet
gave his maintenance report. The minutes of the previous meetings were
approved on motions from Underberg and Feucht, carried. Yes: Feucht,
Smith, Snyders and Underberg. Absent: Metzger. The Financial Reports were
reviewed and placed on file on motions from Underberg and Smith, carried;
Yes: Feucht, Smith, Snyders, Underberg. Absent: Metzger. Revenue for the
month is as follows: General $26,965.32; Water $8,111.86; Sewer $6,691.57;
Electric $37,600.79; Road Use $4,915.30 grand total $84,284.84.
Expenditures are as follows: General $12,850.24; Water $6.676.43; Sewer
$65.34; Electric $24,988.13; Garbage $4,323.78; Road Use $695.74; TIF
$1,140.60 for a total of $50,740.26.
Renewal
Motion by Smith and seconded by Underberg to approve
the renewal liquor license for B & B Bar, carried. Yes: Feucht, Smith,
Snyders and Underberg. Absent: Metzger.
Resolution 2007-4
As the Larchwood Car Club will host a burn out and
cruise event, Council member Feucht introduced the following proposed
resolution entitled: "Resolution of the City Council of Larchwood,
Iowa to hereby revoke the following section 2.06 Squealing Tire on July
13, 2007 from 6:30 PM to 8:00 PM on Broadway Street from Brown Street to
Fell Street and moved that the same be adopted, seconded by council member
Underberg, carried. Mayor Vanden Bosch called for a roll call vote which
is as follows: Yes: Feucht, Smith, Snyders, Underberg. Absent: Metzger.
Whereupon Mayor Vanden Bosch declared Resolution 2007-4 adopted and
passed.
Lyon County Economic Development
Motion by Feucht and seconded by Underberg to withdraw
membership and support from the Lyon County Economic Development, carried.
Yes: Feucht, Smith, Snyders, Underberg. Absent: Metzger.
Appointment
Mayor Vanden Bosch appointed with Council approval to
appoint Sandi DeSmet city clerk/treasurer effective July 1, 2007, carried.
Yes: Feucht, Smith, Snyders, Underberg. Absent: Metzger. July 12, 2007
will be the final day for LaVonne Reinke.
Recreation Center
In responce to the ad for janitor at the Recreation
Center the following bids were received: Connie Douglass $10.00 per hour,
Glenda Finch $12.50 per hour, Ann Hoffman $15.00 per hour, Michelle
Tilstra/Lindsey Roemen $25.00 per hour. Motion by Feucht to hire Connie
Douglass, seconded by Underberg, carried. Yes Feucht, Smith, Snyders,
Underberg. Absent: Metzger.
