The City Council of Larchwood met in regular session
on
July 10, 2007
at
6:30 PM
with Mayor Leonard Vanden Bosch calling the meeting to order with the
following council members present: Josh
Feucht, Betty Smith, Dean Snyders, Ted Underberg and Mike Metzger.
Also present were Verdona Kelly, Tony DeSmet, Cleone DeBruin, Nick
Snyders, Ken Kerkvliet, Chris and Jalona German, LaVonne Reinke, Carla
Manning arrived later.
Cleone DeBruin stressed the need for stop signs on the north and
south sides of the street on the corner of Carter and Geiser Streets due
to the high speed of traffic and concern for small children in the area.
The council agreed and an ordinance will be drafted to include this
intersection.
Ken Kerkvliet presented a proposal to the City for a Disc Golf
Course within the Sports Complex. He discussed the popularity, reasons to
develop the course and requested funding from the City. Motion by Metzger
Seconded by Snyder to fund the startup costs of
Baskets, Tee Signs and Hole Markers for an estimated value of $3770
and the rest to be funded by possible grants in the future.
Nick Snyders with R&S Sanitation discussed the need to raise the
garbage rates $1.50 per service: 95 gallon can currently $13.25 to $14.75
and a 65 gallon can currently $12.50 to $14.00. The Council expressed
it’s concern about the large increase as the rate was raised 75 cents
last year. Snyders replied that the fuel costs have risen and he is losing
money. The council will make a decision next month on this matter.
Chris and Jalona German asked the City Council if they would be
interested in purchasing their property next to the Baseball Diamond as
they are moving. The Mayor did not think that the City would be
interested. They also
suggested putting a Baseball Diamond entrance sign on
Edgerley Street
to avoid traffic in their driveway.
The City acknowledges Marv Lape for his donation of Old City Photos
to be hung in the Community Center.
Correspondence was received from Lyon County Economic Development
and Lyon Sioux Rural Water where we have received a new Amortization
Schedule showing our $100,000 payment in June which knocks 22 years off
the life of our loan and saves us $300,000 in interest.
Building permits were issued to CK Trucking-56’x32’ Addition;
Brian Tilstra-Deck & Pool. Tony
DeSmet gave his maintenance report. The
minutes of the previous meetings were approved on motions from Snyders and
Underberg, carried. Yes: Feucht, Smith, Snyders, Metzger and Underberg.
The Financial Reports were reviewed and placed on file on motions
from Feucht and Smith, carried. Yes:

Revenue for the month is as follows: General $25,247.98; Water
$11,632.63; Sewer $8,470.80; Electric $44,772.76; Garbage $4,416.84; Road
Use $5,698.62 grand total $100,239.63.
Expenditures are as follows: General $36,684.75; Water $106,026.37,
Sewer $39,285.02; Electric $44,612.04; Garbage $4,268.45; Road Use
$1,995.58; TIF $72,402.31 for a total of $305,274.52.

Motion by Feucht Seconded by Metzger to approve
renewal of cigarette permits for Larchwood Quick Stop, Larchwood Mini
Mart, TFC, LLC., B&B Bar,
Larchwood
Food
Center
, carried. Yes: Feucht, Smith, Snyders, Metzger and Underberg.
Resolution 2007-5
Council member Feucht introduced the following
resolution entitled: “Resolution to Enter into a Private Redevelopment
Agreement and a Minimum Assessment Agreement with Countryside Auto,
Inc.” and moved its adoption, seconded by council member Metzger,
carried. Mayor Vanden Bosch
called for a roll call vote which is as follows: Yes: Feucht, Metzger,
Snyders, Smith, Underberg. Whereupon Mayor Vanden Bosch declared
Resolution 2007-5 adopted and passed.
Resignation/Appointment
A letter of resignation was received from John Bontje
for his position on the Board of Adjustments effective immediately. Motion
by Feucht to appoint Tony DeSmet to fill the vacancy of this position.
