Larchwood City Council Minutes

February 5, 2008

 

The City Council of Larchwood met in regular session on February 4, 2008 at 6:30 PM with Mayor Leonard Vanden Bosch calling the meeting to order with the following council members present: Dean Snyders, Mike Metzger, Ted Underberg, Josh Feucht. Sharon Meffert was absent. Also present were Carla Manning, Glenn Anderson, Steve Michael, Verdona Kelly and Tony DeSmet.

Glenn Anderson, Director of the Lyon County Economic Development Group spoke with the Council on Financial Assistance available to area businesses. He would be happy to talk with any business that would be interested. He also informed the City Clerk of an informational TIF meeting that will be held in the future.

Steve Michael, Lyon County Supervisor gave his quarterly report and answered questions from the Council about wage increases in the County.

Water Heater Rebates were issued to Beverly Schreurs, Brian Tilstra and Chris Underberg.

Tony DeSmet gave his maintenance report: The sander has been fixed, we will try to get through the season. The water pump was replaced in the pay loader, Lee Richarz advised Tony and the Mayor that it would be a good time to trade it in, the Council agreed and will look for a newer one this summer. Tony attended a Wastewater Treatment Course and now needs to complete testing to be certified.

The Council was advised that the furnaces at the gym are 20+ years old and some parts are starting to rust. The Council agreed to replace the furnaces as needed.

Financial Reports and Minutes from the January 7, 2008 meeting were reviewed, approved and signed on motions from Feucht and Snyders. Revenue for the month is as follows: General $7,271.73; Garbage $4,697.19; Water $9,629.82; Sewer $6,892.25; Electric $42,751.14; Road Use $6,514.19; Total $77,756.32. Expenditures for the month are as follows: General $13,228.40; Water $6,286.89; Sewer $613.48; Electric $29,927.38; Garbage $4,687.50; Road Use $1,844.20; TIF $361.60; Total $56,949.45.

Resolution 2008-1

The City Clerk/Treasurer is hereby authorized to deposit the City of Larchwood funds in amounts not to exceed $2,000,000.00 in the Security Savings Bank, Larchwood, Iowa.

Ordinance 63-Parking Regulations

All Night Parking Prohibited. Parking will be prohibited on all streets for over forty eight hours at one time, at which time the Sheriff’s Department will be contacted for ticketing and towing.

Ordinance 64-Amending the Zoning Ordinance

No building or structure shall be erected, converted, enlarged, reconstructed, or structurally altered, nor shall any building or land be used, which does not comply with all of the district regulations established by this Ordinance for the district in which the building or land is located unless the structure was existing at time of passage, improvements may then be made according to Residential Site Development Characteristics.

A Building Permit was approved for the TFC, LLC for a 10’x 34’ addition. The Council also approved a Class E Liquor License and Sunday Sales on motions from Snyders and Underberg. Yes: Feucht, Snyders, Underberg. Abstain: Metzger.

The City Clerk stated that the first Baby Boom credit was given to Brenda Ripperda for Baby Sierra born on 1/1/08. A Circuit Training Class started this month and has 15 members, Pilates will start in two weeks.

The City Council agreed that the City Clerk and Maintenance need ATM cards for outside purchases. They also advised the City Clerk to run an ad for summer maintenance help.

The meeting was adjourned on motions from Underberg and Metzger. The next meeting will be a Public Meeting to approve the 2009 Budget on March 3, 2008 at 6:30 PM.
