City Council of

Larchwood

 

The City Council of Larchwood met in regular session on February 5, 2007 at 6:30 Pm with Mayor Leonard Vanden Bosch calling the meeting to order with the following council members present: Dean Snyders, Betty Smith and Mike Metzger. Absent were Josh Feucht and Ted Underberg. Several visitors were present.

Mr. & Mrs. Larry Zuraff discussed the future of a parcel of land, namely Parcel B in Blocks 40 & 41 of Sykes Addition to Larchwood, Lyon County, Iowa. Council was not interested in trading land, but to purchase land. An appraiser will be contact. Jim DeSmet inquired about the sale of a piece of property, namely Lots 1, 2, 3 in Block 29 Sykes Addition. Mr. DeSmet proposes to remodel and repair for a business, Superior Doors. Motion by Metzger and seconded by Smith to place property for sale by sealed bids with a business proposal, carried. Yes: Snyders, Smith and Metzger.

 

Dean Crichton and Nancy Kerkvliet, representing Sports’ Center Lounge, asked permission to hold a street dance in conjunction with Family Days. Motion by Snyders and seconded by Smith to grant permission provided all rules and regulations are followed, carried. Yes: Metzger, Smith and Snyders. Tony Kerkvliet addressed the council concerning the increase of rent for the baseball and softball diamonds. After much discussion, a motion was made by Metzger and seconded by Sndyers to table the matter, carried. Yes: Metzger, Smith and Snyders. Supervisor Steve Michaels informed the Council he would be attending meetings quarterly. Michaels asked for comments or concerns. A question regarding giving a 10% raise to a new employee, Glenn Anderson, Economic Director, was discussed at great length.

 

A thank you letter was received from Mid-Sioux Opportunity for donation. There were no building permits this month. Tony DeSmet gave his maintenance report. The Financial Reports and minutes were reviewed and placed on file on motions from Metzger and Snyders, carried. Yes: Metzger, Smith and Snyders. Revenue received in February is as follows: General $12,253.57; Water $8,350.84; Sewer $6,885.38; Electric $45,815.38; Road Use $6,053.52; total $79,358.69. Expenditures in February are as follows: General $13,712.56; Water $7,751.35; Sewer $254.33; Electric $38,521.29; Garbage $4,413.25; Road Use $1,120.08, TIF $10,738.99; total $76,511.85.

 

Resolution 2007-1 Resolution Naming Depository

Council member Snyders introduced the following resolution and moved its adoption, seconded by council member Metzger. Roll call vote was taken as follows: Yes: Metzger, Smith, Snyders. Absent: Feucht and Underberg. Mayor Vanden Bosch officially declared Resolution 2007-1 duly adopted.

 

Mayor Vanden Bosch announced this was the time and place for a public hearing on the proposed Budget Estimate for the year ending July 30, 2008. This notice of hearing had been published in the West Lyon Herald on February 20, 2007. There were no written or oral objections to or arguments in favor any part of the proposed budget. Council member Metzger moved to close the public hearing, seconded by Council member Sndyers. Roll call was as follows: Yes-Metzger, Smith, Snyders. Absent: Feucht, Underberg. Mayor Vanden Bosch declared the public hearing closed.

 

Resolution 2007-2 Adoption of Budget and Certification of City Taxes

Council member Smith introduced Resolution 2007-2 and moved its adoption, seconded by council member Snyders. Roll call was as follows: Yes-Metzger, Smith, Snyders. Absent: Feucht, Underberg. Mayor Vanden Bosch declared Resolution 2007-2 duly adopted.
