The City Council of
Larchwood met in regular session on December 4, 2006 at 6:30 with Mayor
Leonard Vanden Bosch calling the meeting to order. Council member present
were Josh Feucht, Mike Metzger, Betty Smith, Dean Snyders and Ted
Underberg. Also present were Carla Manning, Verdona Kelly and Tony DeSmet
and Lyon County Deputy Sheriff Rick Bos.
Building permits were
issued to the following: Larco Homes – House/garage; D & L
Masonry-Office/storage; Kevin Joachim-storage shed. A Thank You note was
received from the Larchwood Eagles for use of the community center to hold
their monthly meetings. The minutes of the previous meeting were approved
on motions from Underberg and Smith, carried. Yes; Feucht, Metzger, Smith,
Snyders and Underberg. The Financial Reports of the month of November were
reviewed and accepted on motions from Metzger and Underberg, carried. Yes:
Feucht, Metzger, Smith, Snyders and Underberg. Revenue for the month was
as follows: General $22,999.19; Water $8,815.41; Sewer $6,837.23; Electric
$50,893.60, Road Use Tax $4,619.34 for a total of $94,164.77. Expenditures
were as follows: General $11,447.44; Sewer $287.62; Water $8,321.17;
Garbage $4,350.62; Road Use $4,757.62; TIF $8,634.00; Electric $30,504.97
for a total of $68,303.44. Tony DeSmet gave his maintenance report. Deputy
Bos commented on patrolling of city streets and duties outlined in the Law
Enforcement Contract. Recycle day will be January 3, 2007.
Recreation Center Rental
Motion by Metzger and
seconded by Feucht to allow renting of the recreation center as follows:
rent $100.00; security deposit $100.00, carried. Yes: Feucht, Metzger,
Smith, Snyders and Underberg.
Resolution 2006-24
Resolution to Accept and
Approve the Final Plat and Dedication of Zuraff First Addition to the City
of Larchwood, Lyon County, Iowa. Council member Metzger introduced the
above proposed resolution and moved that the same be adopted. Council
member Sndyers seconded the motion. Mayor Vanden Bosch called for a roll
call vote which is as follows: Yes: Feucht, Metzger, Smith, Snyders and
Underberg. Whereupon Mayor Vanden Bosch declared resolution 2006-24 duly
adopted.
City Law Enforcement
Contracts
Motion by Feucht and
seconded by Smith to enter into contracts as follows: 2006-2007 @ $22.00
per citizen $17,336.00; 2007-2008 @ $22.50 per citizen $17,730.00,
carried. Yes: Feucht, Metzger, Smith, Sndyers and Underberg. Mayor Vanden
Bosch signed the contracts.
Liquor License Renewal
Motion by Underberg and
seconded by Smith to approve the renewal license for on premise liquor,
wine and beer for Main Street Bar and Grill, carried. Yes: Feucht,
Metzger, Smith, Sndyers and Underberg.
Budget Ideas
Carla Manning presented The
Jesse W. Fell Walkway which would be a walking path through the wooded
area on the west side of the park. Plans are on display at the city
office. Budget ideas for improvements are welcomed.
