LARCHWOOD CITY COUNCIL MINUTES April 9, 2008 The Larchwood City Council met on Monday, April 7, 2008 for a Public Hearing and Regular Meeting. Council Members present were Josh Feucht, Mike Metzger, Sharon Meffert and Dean Snyders, Ted Underberg arrived later. Also present were Paul Kippley, Duane Tieszen, Carla Manning, Brian and Michelle Tilstra. Mayor Vanden Bosch called the Public Hearing to order at 6:30 pm. The reason for the Public Hearing was to consider vacating a portion of Willard Street located north of Lot Eleven (11), Block Twenty (20) of Sykes Addition to the City of Larchwood that Duane and Pamela Tieszen’s house and garage are located on. There were no public comments against this so the Public Hearing was closed. Upon discussion the Council agreed to adopt Resolution 2008-4 to vacate the property. Roll call vote 4 Ayes, 0 Nays, Underberg absent. The Council then brought forth Resolution 2008-5. Resolution to sell a portion of Willard Street located North of Lot Eleven (11), Block Twenty (20) of Sykes Addition to the City of Larchwood, Lyon County, Iowa for $8,000.00. After discussion the Council decided that it would be in the best interest of the City of Larchwood to convey the property to Duane and Pamela Tieszen with the City reserving the right to an easement for existing utilities. Roll Call vote 4 Ayes, 0 Nays, Underberg absent. Brian and Michelle Tilstra approached the Council about a portion of Edgerley Street in front of their house that needs to be repaired. The Council agreed to the repairs and they will be done this summer. Correspondence was received from Siouxland Propane as a thank you for the lawnmower purchase and Ryan and Jen Roemen as a thank you for the Baby Credit. Building permits were approved for Curt Jones-fence and Larchwood Quick Stop-remodel. Electric Rebates were issued to Mike Metzger, Jen Schemmel, Neil Snyders and Billy Viereck for heat pumps and Dave Anderson, Damon Langenhorst, Dan Wrich and Wes Ver Meer for water heaters on motions from Meffert and Snyders. Tony DeSmet gave his maintenance report which included repairs at the Rec Center, street sign replacement and mower maintenance. He also reported talking to the County Engineer about the base of some of the roads on the list of repair this summer. The Financial reports and minutes from the March 3, 2008 meeting were approved and signed on motions from Metzger and Meffert. Revenue for the month is as follows: General $16,225.67; Water $9,904.29; Sewer $7,915.17; Electric $65,016.45, Road Use $6,714.07; Garbage $5,095.63; Grand Total $110,871.28. Expenditures for the month were as follows: General $53,293.71; Water $10,912.98; Sewer $146.62; Electric $34,808.79; Garbage $4646.00; Road Use $4,051.91; Tif $1,816.23; Grand Total $109,676.24. The Council reviewed the Electric Rebate programs and decided to leave them as they are for right now. The City Clerk presented the Budget Amendment with amendments made to Public Works, Culture and Recreation and General Government. The Council agreed to Amend the Current City Budget on motions from Metzger and Feucht. There will be a Public Hearing May 5, 2008 at 6:30 to Amend the Current City Budget. Mayor Vanden Bosch Proclaimed that April 19 will be Kenny McKenny Day. On behalf of the Larchwood Fire Department they would like everyone to remember Kenny at his fundraiser April 19 as it landed on the same day as the fire department’s annual fundraiser. Kenny was always a very active fireman and the Larchwood Firemen would appreciate you showing your support for a very good past fireman and the present Fire Department and hope to see you at the Soup Supper.
