April 2, 2007
The City Council of
Larchwood met in regular session on April 2, 2007 at 6:30 PM with Mayor
Leonard Vanden Bosch calling the meeting to order with the following
members present: Josh Feucht, Dean Sndyers, Betty Smith, Mike Metzger
and Ted Underberg. Also present were Tony DeSmet, Verdona Kelly, Carla
Manning, Jim DeSmet, Brian Tilstra.
No building permits were
issued this month. Tony DeSmet gave his maintenance report. A notice of
violation regarding zoning laws will be sent to Wayne Rice with a
penalty of $50.00 per day being imposed if violation is not corrected by
May 1, 2007. Novartis will celebrate their 11th Community Partnership
Day on May 11, 2007 by volunteering through out the community with
numerous tasks. The minutes of the previous meeting were approved as
presented on motions from Snyders and Smith, carried. Yes: Feucht,
Smith, Snyders, Metzger and Underberg. The Financial Reports for the
month were approved on motions from Metzger and Snyders, carried. Yes:
Feucht, Smith, Snyders, Metzger and Underberg. Revenue received this
month is as follows: General $22135.54; Water $8549.51; Sewer $7274.75;
Electric $48711.24; Road Use Tax $6844.20 for a total of $93515.24.
Expenditures were as follows: General $28115.86; Water $6494.10; Sewer
$61.47; Electric $30548.02; Garbage $4165.31; Road Use $1318.06, TIF
$18097.45 for a total of $88800.27. Motion by Snyders and seconded by
Underberg to pay $100,000.00 to Lyon Sioux Rural Water on the general
obligation debt, carried. Yes: Feucht, Metzger, Smith, Snyders,
Underberg. Carla Manning, member of the Larchwood Public Library Board
reported the Friends of the Library had a very successful fund raiser
with almost $3000.00 raised.
As per public notice as
was published in The Focus and West Lyon Herald, Mayor
Vanden Bosch proceeded to open bids for property listed as Block 29,
Sykes Addition, Lots 1-2-3 which are as follows: Superior Door
$15,000.00; Northland Siding $21,000.00; Larchwood Lumber $27,500.00;
Kent Snyders $18,000.00; JB Construction $10,000.99. After review and
discussion, a motion was made Feucht and seconded by Smith to reject all
bids, carried. Yes: Feucht, Smith, Snyders, Underberg. No: Metzger.
Commercial Subdivision
Motion by Metzger and
seconded by Snyders to increase the price per square foot to $1.00 on
the remaining lots in the commercial subdivision, carried. Yes: Metzger,
Snyders, Smith, Feucht, Underberg.
Junk Days
Discussion followed on
the handling of junk days. It was decided to have curb side appliance
pickup followed by the general junk days. No definite dates were set.
Notices regarding junked vehicles and machinery will be sent.
The following bills were
presented for payment. Motion by Underberg and seconded by Metzger to
pay them accordingly, carried. Yes: Feucht, Metzger, Smith, Snyders and
Underberg.

On motion and vote the
meeting adjourned. The next regular meeting will be May 7, 2007 at 6:30
